Canada PR Without IELTS: Your Real Options

Yes, you can get Canadian permanent residence without taking IELTS. But for Express Entry, you can't skip language testing altogether: you just have other approved tests to choose from. A few other PR routes, such as family sponsorship, don't require a language test for the person being sponsored.

Be careful with anyone who promises "PR without any test" through Express Entry. IRCC's rules don't allow it.

Express Entry: other tests instead of IELTS

Every Express Entry program needs an approved language test, even if English or French is your first language. IRCC accepts five:

LanguageTests
EnglishCELPIP-General, IELTS General Training, PTE Core
FrenchTEF Canada, TCF Canada

So you can apply with CELPIP, PTE Core or a French test and never take IELTS. Not sure which fits you? Compare them in IELTS vs CELPIP vs PTE Core.

Your results must be less than 2 years old when you complete your profile and when you apply for PR. A degree taught in English doesn't replace the test for Express Entry.

PR routes that don't test the applicant's language

RouteWho it's forLanguage test for the applicant?
Spousal sponsorshipSpouses and partners of Canadian citizens and PRsNot required by the program
Dependent child sponsorshipDependent children of citizens and PRsNot required by the program
Parents and grandparentsParents of citizens and PRsNot required, but new intake is paused
Refugee and humanitarian routesPeople who qualify for protection or on humanitarian groundsNot generally required

These routes have their own strict rules. You can't choose one just to avoid a test.

What about provincial programs?

Each province sets its own rules, and language requirements vary by stream. Most skilled worker streams ask for a test result at some stage. If a stream leads into Express Entry, you'll need a valid test for Express Entry too. Check each stream on the province's site, or see our Provincial Nominee Program guide.

Why a good test is worth taking anyway

Language is often the biggest part of your CRS score. With CLB 9 in all four skills, a single applicant gets 124 core language points, compared with 68 at CLB 7. It also unlocks more skill transferability points. See what each band is worth with our CLB converter.

FAQs

Can I get Canada PR without any English test?

Yes, with a French test instead, if you can reach the required level. Strong French can also add CRS points and qualify you for French-language draws.

Does IRCC accept IELTS Academic?

No, not for Express Entry. IRCC requires IELTS General Training. It also doesn't accept IELTS One Skill Retake for Express Entry.

Is PTE Core accepted for Canada PR?

Yes. PTE Core is one of the approved Express Entry tests. PTE Academic isn't the test IRCC asks for.

Can I use my English-medium degree instead of a test?

Not for Express Entry. Other applications, such as citizenship, have different rules.
