Who runs a PNP
Most provinces and territories have their own PNP, each with its own streams and rules. Quebec has its own separate immigration system, and Nunavut doesn't have a PNP.
In British Columbia, it's the BC PNP, run by WelcomeBC.
Base vs enhanced streams
| Base (non-Express Entry) stream | Enhanced (Express Entry) stream | |
|---|---|---|
| How you apply to IRCC | Paper-based or online PR application outside Express Entry | Through your Express Entry profile |
| Express Entry profile needed? | No | Yes, and you must qualify for an Express Entry program |
| Effect of the nomination | Lets you apply for PR | Adds 600 CRS points, which almost always leads to an invitation |
| Processing | Usually longer | Usually faster |
How to get nominated
- Pick a province where you live, work or have a job offer, and check its streams.
- Register or submit an expression of interest. Many PNPs, including the BC PNP, score and rank candidates. Try our BC PNP calculator.
- Get invited and apply to the province with your documents.
- Get nominated, then apply to IRCC for permanent residence.
BC PNP in 2026
The BC PNP runs targeted draws for in-demand work. Main streams include the Skilled Worker stream and the Health Authority stream. See recent rounds on our BC PNP draws page.
While your PR is processed
A nomination doesn't give you permission to work. If your permit is ending, you may qualify for a Bridging Open Work Permit after your PR application is submitted.
