Quick answer: You can move to Canada from any African country through the same programs as everyone else: Express Entry for skilled workers, a Provincial Nominee Program such as the BC PNP, a study permit, a work permit or family sponsorship. There is no separate quota or lottery for Africans. Your chances depend on your age, education, English or French test scores, work experience and funds, and on a complete, honest application.

Why Canada is a realistic goal for Africans
Africa is already one of the most important regions for Canadian immigration. In IRCC's 2025 Annual Report to Parliament, two African countries were among the top 5 sources of economic-class permanent residents in 2024:
| Economic immigration, 2024 | New permanent residents |
|---|---|
| India | 94,105 |
| Philippines | 22,675 |
| Cameroon | 19,820 |
| China | 17,775 |
| Nigeria | 15,440 |
Canada admitted 483,640 new permanent residents in 2024. The current immigration levels plan targets 380,000 a year from 2026 to 2028, with fewer new students and temporary workers than before. Spaces are tighter, so a strong first application matters more than ever.
Permanent residence routes from Africa
Express Entry
Express Entry is the main way skilled workers in Africa apply for PR. You create an online profile, get a Comprehensive Ranking System (CRS) score and wait for an invitation to apply (ITA).
| Program | Who it's for |
|---|---|
| Federal Skilled Worker | Skilled workers abroad with at least 1 year of continuous skilled work, CLB 7 and 67 points |
| Canadian Experience Class | Graduates and workers who already have 1 year of skilled work in Canada |
| Federal Skilled Trades | Qualified tradespeople with a job offer or a Canadian certificate of qualification |
You don't need a job offer or Canadian experience for the Federal Skilled Worker Program, but you do need proof of funds, an Educational Credential Assessment (ECA) for your degree, and an approved language test.
Category-based draws
IRCC also invites people with certain skills, even below general cut-offs. There are now 10 Express Entry categories, including healthcare and social services, trades, education and French-language proficiency. For occupation categories, IRCC asks for at least 12 months of full-time work (or the same amount part-time) in the past 3 years in one listed occupation, which can be outside Canada. Nurses, doctors, care workers, teachers and tradespeople from Africa should check these first.
BC Provincial Nominee Program
British Columbia nominates the workers it needs most. Most BC PNP streams need a job offer from a BC employer, with priority for healthcare, childcare, education and the skilled trades. See our BC PNP guide and BC PNP calculator. Other provinces run their own programs; see the Provincial Nominee Program guide.
French is a real advantage for francophone Africans
Canada wants more French speakers to settle outside Quebec. French-speaking newcomers made up 7.2% of permanent residents outside Quebec in 2024, and the targets rise to 9% in 2026, 9.5% in 2027 and 10.5% in 2028.
If you're from Cameroon, Côte d'Ivoire, Senegal, the Democratic Republic of the Congo, Morocco, Algeria, Tunisia, Benin, Burkina Faso, Mali, Guinea, Togo, Gabon or another francophone country, French can help you twice:
- French-language draws: with NCLC 7 in all 4 abilities on TEF Canada or TCF Canada, you can be invited in French category rounds. The lowest French cut-off in 2026 so far was 382, far below general rounds.
- Extra CRS points: NCLC 7+ in French adds 50 points if you also have CLB 5+ in English, or 25 points without it.
Many bilingual Cameroonians qualify for both. Convert your scores with our CLB converter.
Study in Canada from Africa
Studying is a popular first step, but study permit refusals are common for African applicants, often because an officer doubts the study plan, the finances or that you'll leave Canada if required.
What a strong application needs:
- An acceptance letter from a designated learning institution (DLI)
- A Provincial Attestation Letter (PAL), unless you're exempt. Students starting a master's or doctoral program at a public DLI don't need one since January 1, 2026
- Proof of funds: first-year tuition, plus $23,448 living costs for one student outside Quebec, plus travel
- A clear study plan that explains why this program, why Canada and how it fits your career at home
- Clear bank records that explain the source of any large deposits
After graduating, an eligible program can lead to a Post-Graduation Work Permit and then PR through Canadian experience. Read more on our study permit page.
Work in Canada from Africa
Most people abroad need a job offer and an employer-specific work permit. Many of these jobs need a Labour Market Impact Assessment (LMIA) from the employer. We help BC employers with the LMIA and workers with the work permit.
Never pay for a job offer or an LMIA. Selling them is illegal, and a fake offer can get you refused and banned. A real employer pays the LMIA fee, not the worker.
Family sponsorship and visits
- Spouses and partners: a Canadian citizen or PR can sponsor a spouse, common-law or conjugal partner. See spousal sponsorship.
- Parents and grandparents: the Super Visa allows stays of up to 5 years at a time. New sponsorship under the Parents and Grandparents Program is paused.
- Visits: most African passport holders need a visitor visa for weddings, graduations, family visits and business trips. A clear invitation letter helps. See our visitor visa page.
Police certificates by country
For permanent residence, you need a police certificate from every country where you spent 6 months or more in a row since age 18. IRCC accepts only the certificates it lists for each country:
| Country | Certificate IRCC asks for | Issued by |
|---|---|---|
| Nigeria | Police Character Certificate | Central Criminal Registry, Force C.I.D. Annex, Lagos |
| Ghana | Police Clearance Certificate | Ghana Police, CID Headquarters, Accra (fingerprints taken) |
| Kenya | Police Clearance Certificate | Directorate of Criminal Investigations (DCI), Nairobi |
| South Africa | Police Clearance Certificate | South African Police Service (SAPS). Ideco Biometrics certificates aren't accepted |
| Cameroon | Police Clearance Certificate | Judicial Police in Yaoundé, after you get a Bulletin No. 3 |
For other countries, check IRCC's police certificate instructions. More on timing and medical exams in our police certificate and medical exam guide.
Refused before?
A past refusal doesn't stop you from applying again, but applying again with the same documents usually gets the same result. We:
- Get your officer notes (GCMS notes) to see the real reasons (GCMS notes guide)
- Fix what the officer was worried about before you reapply
- Prepare reconsideration requests where they fit
- Refer you to an immigration lawyer if a Federal Court review is the right step
How we work with clients in Africa
- Free assessment: share your education, work, family and goals online or on WhatsApp at (604) 377-2650.
- Consultation: a 30-minute session by phone, wherever you are in Africa, or in our Surrey office.
- Plan and documents: a written strategy, a checklist and a careful review of every document.
- Submit and follow up: we file, track your application and answer officer requests until you get a decision.
Approval decisions are made only by IRCC and, for the BC PNP, the Province of British Columbia. Nobody can guarantee a visa.
Protect yourself from immigration fraud
Fake agents target applicants across Africa. Only licensed RCICs, Canadian lawyers and Quebec notaries can charge for Canadian immigration advice.
