In-Canada Workers Initiative: Who the 33,000 PR Spaces Are Really For

The In-Canada Workers Initiative speeds up permanent residence for up to 33,000 workers already in Canada, in 2026 and 2027. You may have seen it called a "TR to PR pathway". Going by IRCC's announcement, it's different from what many people expect: it speeds up applications already in the system, and there's nothing new to apply for.

Who IRCC says it covers

IRCC says it's initially speeding up applications from work permit holders who:

  • have already applied for permanent residence through the Provincial Nominee Program, the Atlantic Immigration Program, the community immigration pilots, the caregiver pilots or the Agri-Food Pilot, and
  • have lived in smaller communities in Canada for 2 years or more

IRCC describes it as serving rural and smaller communities with labour gaps.

Do you need to apply?

No. IRCC says eligible applicants don't need to take any action.

That also means if you haven't applied through one of those programs, this initiative alone doesn't give you a way to apply. Be careful of anyone offering to "file your 33,000 application" for a fee. Check that they're authorized first: see how to spot a fake immigration consultant.

Also protect your status. If your work permit is ending, see how to extend it and whether you qualify for a Bridging Open Work Permit.

FAQs

What counts as a smaller community?

The announcement doesn't define it. Check IRCC's page on the initiative, or ask a licensed consultant about your case.

Can I speed up my application by contacting IRCC?

IRCC says applicants don't need to take any action. Keep your contact details and status up to date.
